重视疫情防控中困境群体的服务鸿沟问题Thoughts on the Public Service Gaps Caused by COVID-19 towards Vulnerable Population

摘要(Abstract)：
困境群体中"老弱病残"比例极高,是本次新冠肺炎疫情易感人群中的弱势群体,较易受到由疫情引发的次生事件持续性负面影响。本文指出,社会保障和支持性服务的不足放大了困境群体面对疫情的脆弱性,而近期疫情防控压力可能会削弱原有的社会保障和服务体系,进而产生困境群体关爱保障的服务鸿沟。本文提出突发公共卫生事件应急管理制度须充分考虑困境群体需求、建立分层分类制定困境群体公共卫生应急预案和操作指南,多措并举增强面向困境群体关爱支持体系的韧性等对策建议。
