摘要(Abstract)：

数字政府是数字时代政府治理的新形态,其内在逻辑是以数字技术创新撬动政府治理变革,在优化公共服务过程中实现以人民为中心的价值创造。数字政府的公共价值创造不是一个自然演化过程,而是一个超越技术逻辑的建构和治理过程,表现为治理的不同主体和要素在数字政府场域赋能公共价值管理。本文聚焦于数字政府的公共价值创造路径问题,认为公共价值主要通过“公众”定义,但其实现过程是一个多元主体共治的过程。在阐释数字政府和公共价值创造互动关系的基础上,从多元主体合作、技术深度融合和敏捷能力塑造等方面梳理了数字政府公共价值创造的路径,归纳形成了其理论谱系。以上述研究为基础,立足全周期价值链视角,提出了数字政府公共价值创造的动态循环分析框架和未来研究问题。
