需求驱动、政府能力与移动政务合作提供:中国地级市的实证研究Demand-Driven Government Capabilities and Cooperation with “Urban Mobile Governments”:An Empirical Study of Chinese Prefectural-level Cities

摘要(Abstract):
移动政务是电子政务领域的一种创新服务模式,特别是政府部门与企业第三方平台合作提供移动政务,是"互联网+政务服务"的重要方式之一。但是,对移动政务的驱动因素进行实证研究的文献还不多见。基于政府创新扩散与跨部门合作等领域的理论,使用支付宝"城市服务"的多源数据,本文对中国城市移动政务合作提供情况及其影响因素进行了实证分析。对地级市截面数据的定量分析显示,用户需求、政府动机与能力、府际关系是影响移动政务合作提供的主要因素。具体来说,用户规模较大、政府创新程度较高、行政级别较高和府际竞争程度较激烈的城市,移动政务的合作提供水平更高。这些研究发现解释了为什么城市之间移动政务发展的差距较大,并为推进和深化"互联网+政务服务"提供了经验依据。
