知识就是力量:组织学习何以推动公共政策的有效执行?Knowledge as Power: The Role of Organizational Learning in Driving Effective Public Policy Implementation

摘要(Abstract):
政策制定过程需要组织学习已成为一种共识,但在政策执行中是否也需要进行组织学习?其何以推动政策有效实施?为此,本研究搭建“组织学习-知识生产”的理论框架,对政策执行中地方政府开展组织学习的过程及影响效应展开分析。本文以J市B项目国有土地上房屋征收为观察案例,发现决策者的权威倡导与政策参与者的多元互动,助推了组织学习的启动,助力公共组织汲取了大量外部隐性知识。其后,借助助推、调适与转换等组织学习机制,公共组织实现了不同类型知识的整合与积淀,在提升执行主体认知水平与执行能力的同时推动政策顺利落地。本研究有助于深化学界对公共政策过程中组织学习的讨论,未来研究可进一步关注组织学习模式的类型学划分。

- (1)SECI模型认为:显性知识主要通过正式或系统的语言表达,可依靠文本化方式存储和传输;隐性知识主要以根植于理念、价值观等可在观察或交流中加以概括的高度个性化知识为主。 (2)本文沿用SECI模型中四种知识转化方式的命名,因为从知识属性看,它们都属于知识显性、隐性间的互动转化。 (3)本文访谈资料的编码规则为“人名拼音缩写-年月日”。按照学术惯例,本文涉及的人名、地名均采用化名处理。 (4)据田野调查收集的资料,专题培训的内容主要包括:一是为测绘人员现场讲解房屋征收工作线上操作平台的基本框架与功能,并演示其具体使用的流程方法;二是结合具体案例,为业务骨干讲解地上物的拆迁补偿等政策要求,并在现场展开讨论。
