公共服务中的公民参与Citizen Participation in Public Services

摘要(Abstract)：
公民对公共服务过程的直接或间接参与有助于公民观察和理解政府机构的运作方式和服务绩效,向政府部门及时提供服务反馈,从而帮助政府满足公民多样化的服务需求,提高公共服务的质量与合法性。因此,分析公共服务中的公民参与现象既能帮助提炼有关政民互动的理论知识,也能为完善政府相关制度与政策实践提供决策支持。近年来,以合作生产为代表的公共服务中的公民参与现象已成为国际公共管理学界越来越受欢迎的研究主题。本期评介文章介绍了2020年春季在国际公共管理杂志中发表或上线的针对公共服务中公民参与现象的四篇代表性研究论文。这四篇论文分别探讨了议题知识对公民参与合作生产意愿的影响、社会资本对公民参与合作投资意愿的影响、公民参与合作生产的心理成本,以及官员何时愿意接受公民参与。
