摘要(Abstract)：

近年来，柔性治理因能通过情感、道德、习俗等非正式制度资源化解基层矛盾冲突，已成为学界广泛认可的基层治理优化路径，但其潜在的剥夺性却鲜少受到关注。本研究以城管主动打破与摊贩的默契为案例，揭示城管通过刻意打破默契，制造摊贩对未来的不确定感，促使其自我约束和自我治理。研究表明，治理主体通过调节预期与现实轨迹间的落差，将物理管控转化为心理调控，形成隐蔽的权力运作逻辑，从而挑战了柔性治理研究的浪漫化叙事。
