从“治平异构”迈向“治平同构”——公共管理学科视域下的全球治理论析From “Heterogeneous Governance and Order” to “Isomorphic Governance and Order”:An Analysis of Global Governance Based on a Public Administration Perspective

摘要(Abstract)：
以大历史观和大治理观为思维方式的“治平同构”是公共管理学科的视域所在。“治平异构”对全球公共管理学发展有抑制作用，其形成了效用假定下的实践与理论，忽略了霸权统摄的同构性。“治平同构”的多维面向体现为协调全球公共政治权威、国际公法和公共行政的共同结构，也表现为以平衡国家治理的全球性和全球治理的国家性为形式的相互构成，更进一步体现在“治平”共同作为上层建筑反作用于全球经济基础，可缓解因“治平异构”引发的双标困境。公共管理学科在“治平同构”中的前景体现在如下几个方面：探索全球公共政策的制定与实施路径，避免将各类本应置于协商合作中的事务不当地推入政治和司法环节；完善外资、技术、科学人才等对外政策研究，为中国民商事主体参与全球事务提供行为准则和方法指南；坚持全球公共事务管理的主权性，防范全球资本和私人集团侵蚀国家主权和安全；以质性研究方法和扎根理论更加深入地汲取各国的在地化治理知识，挖掘治理的文明特色；拓展公共管理理论和实践对全球生产力和生产关系的“编码”使命，推动“新技术+治理”与“治理+新技术”,将其引入全球普惠事业。
