摘要(Abstract)：

20世纪80年代以来,西方各发达国家相继推行政府绩效改革,美国于90年代初开始了它卓有成效的改革进程,建立了系统的绩效评估和绩效管理制度,使政府的形象和效率大为改进,并由此成为其他国家借鉴的典范。本文回顾了美国政府绩效评估的历史演变过程和理论基础,介绍了美国政府绩效评估的制度框架和方法,从国际比较的视野定位这次改革实践的真实效果,并就改革的重要纲领《政府绩效和结果法案》和其绩效评估体系做似简要评价,以寻找对我国政府行政的有益启示。
