“让年轻人干技术”:政府数字平台管理主体选任逻辑研究“Letting Young People Take on Technological Roles”: A Study on the Seniority-based Selection Logic for Management Staff of Government Digital Platforms

摘要(Abstract):
数字平台管理主体是影响治理效果的重要因素,现实当中出现了“让年轻人干技术”的现象,揭示资历在数字治理主体选任逻辑中的核心作用。从A区燃气安全监管系统的管理实践案例中可以看出,在系统培训、数据录入、线上监管、总结汇报等环节中,年轻干部承担了大量任务。结合建构主义理论,基于数字平台的留痕性、次要性及专业性,上述现象体现出三种逻辑:一是责任分摊逻辑,为了规避治理系统留痕带来的问责风险,资深干部倾向于将数字平台管理工作分配给年轻干部;二是任务定性逻辑,资深干部将数字平台管理建构为次要任务交给年轻干部,其自身则被理解为更适合从事具有高绩效显示度的中心工作;三是能力建构逻辑,数字平台管理这种新兴工作被视为年轻干部更擅长的事项。未来应重视主体、技术和组织因素在数字治理中的复杂互动,关注“数字治理的主体网络”现象,实现减轻年轻干部工作负担与培养其行政能力的有机统一。
