人工智能与公共治理实证研究前沿:一项文献综述The Frontiers of Empirical Research on Artificial Intelligence and Public Governance: A Systematic Review

摘要(Abstract):
AI已成为公共治理中的重要理论和实践热点,但国内学术界的研究以规范分析为主,这限制了理论检验与循证决策。本文采取系统性文献综述的方式,从Web of Science核心数据库中筛选了153篇英文实证文献,介绍了“AI作为治理对象”和“AI作为治理工具”两条研究进路。前者包括国家战略和治理设计两个研究主题,后者包括技术采纳、组织应用和社会意义3个研究主题,以及相应主题下的多个议题。通过引介相关的研究动态,本文旨在为实证研究设计提供选题、理论和方法上的思路,并为进一步探索前沿提供知识地图。
