摘要(Abstract)：

为探究公立医院如何承接并有效传导医保监管压力，本文研究了目标承诺的关键中介作用。利用G省35家三甲公立医院数据，本文实证分析了医保监管压力、目标承诺、政策认知、团队冲突与公立医院运营绩效之间的关系。研究发现：(1)医保监管压力对运营绩效有正向影响；(2)目标承诺在医保监管压力与运营绩效之间发挥中介作用；(3)医院管理团队政策认知会正向调节医保监管压力与目标承诺的关系，医院管理团队冲突会负向调节医保监管压力与目标承诺之间的关系。本文的经验证据有助于发展目标设置理论，对医保监管背景下公立医院调整其管理行为并提升医院运营绩效具有借鉴意义。
