摘要(Abstract)：

制度语法是一项能够系统地进行制度分析的重要工具，自1995年埃斯特罗姆首次提出“制度语法”至今，应用制度语法工具对不同规则、规范与策略进行分析的过程中，制度语法工具逐渐成为公共政策与公共行政领域一项重要的分析工具。本文应用系统性文献综述方法，分析了1995—2023年在国际期刊发表的82项制度语法研究，介绍了制度语法的基本内容，梳理了制度语法工具化的发展过程，总结了制度语法工具的应用情况。本文分析发现，在制度语法工具化的演进过程中，研究领域不断扩展，研究方法不断创新。同时，本文还总结了制度语法未来发展亟待解决的问题，包括辨析不同类型的制度陈述间的界限和区别、制度语法在大样本研究中的应用、对“实践中的制度”的分析，以及在不同语言环境中提升制度语法编码方式的适用性等。
