摘要(Abstract)：

目前政府信息公开的实践和研究对于解决政府与公众之间信息不对称的根本问题存在不同程度的忽视,体现在主要关注信息是否被政府公开,而对信息能否被公众有效接收关注有限。本文提出了公众友好型政府信息公开这一研究视角,其核心特征为可使公众易于识别和理解目标信息且信息加工体验积极,建构了公众友好型政府信息公开影响公众评价的理论框架,以新冠疫情政府信息公开为例进行了分析和实证检验,提供了公众友好型政府信息公开积极影响公众评价政府信息公开(如满意度)、政府(如信任)以及其他政府行为(如控制疫情的信心)的初步证据。
