对制度分析与发展(IAD)框架的再评估Reassessing the Institutional Analysis and Development Framework

摘要(Abstract):
制度分析与发展(IAD)框架是奥斯特罗姆夫妇的重要学术贡献,是公共管理和政策研究领域的重要理论框架。在过去三十年间,IAD框架被广泛应用于各种理论和实证研究,其中在公共池塘资源领域的研究中应用尤为广泛。本文以灌溉系统这一典型的公共池塘资源研究文献为例,评估IAD框架作为制度与政策分析工具的主要优势和不足。总体而言,IAD框架在经验应用方面的优势包括提供了制度分析的通用语言、包容多学科的范式,便于处理复杂性,辅助研究设计和组织,提供制度研究的有益概念。当然,IAD框架在实际应用中也暴露出一些缺点或问题,比如系统应用的成本较高,比较复杂而不易掌握,提供宏观指导但难以深入,使用子分类操作性不强。鉴于此,本文提出了旨在促进IAD框架应用的建议,并展望了其在中国的应用前景。
